Calls for Expressions of Interest

Responses due by 4 p.m. on June 4, 2019

Alexandria City Public Schools (ACPS) is exploring the feasibility of a variety of strategies for providing adequate space to support a growing high school student population and enhance learning opportunities for students. Strategies being evaluated include the development of a second comprehensive high school, as well the development of multiple high school sites as a part of a connected network. To accommodate the needed expansion, ACPS seeks expressions of interest from owners of properties capable of accommodating one or more of the following potential requirements:


1). A fee simple interest in a minimum of 20 contiguous acres of land within the limits of the City of Alexandria. The land must be free of any and all liens or encumbrances and delivered vacant of tenancies and available for immediate acquisition.


2). A fee simple interest in 4 or more contiguous acres of land within the limits of the City of Alexandria. The land must be free of any and all liens or encumbrances and delivered vacant of tenancies and available for immediate acquisition.


3). A fee simple interest in an existing building of at least 300,000 rentable square feet within the limits of the City of Alexandria. The building must be free of all liens and encumbrances, delivered vacant or shall be vacated within the next 12 months.


4). A fully serviced lease of 100,000-150,000 rentable square feet within the limits of the City of Alexandria. The space must be available within the next 12 months. The offered space must be contiguous in a single building, include ground floor premises, and provide at least 100 reserved (non-stacked) parking spaces. 


5). The potential for partnership in new development that could result in a minimum designation of 100,000 developable square feet for high school space and completed within the next five years.


Swing space may also be required to support a development strategy that needs to deliver space by August 2023. Interested entities with shorter time frames of availability are welcome to submit a response.


All expressions of interest must contain the following information:

a. Name of owner and evidence of ownership;

b. Street address or description of location, with map depicting location within City bounds;

c. Narrative and map describing proximity of public transportation, including the nearest bus stops, Metro stations, and major transportation routes;

d. Description of uses of adjacent property;

e. Zoning, land use, and other technical aspects of the site;

f. Any environmental assessments or studies performed on the building and/or site within the past 10 years;

g. Any historic or cultural designations or other issues that would impact the use of the property;

h. FEMA map depicting the property location as it relates to the 100-year floodplain; 

i. Any information related to title issues, easements, or restrictions on the use of the building or land;

j. If responses are submitted by agents, evidence of authorization to represent ownership; and

k. Address any potential for partnerships/co-located or adjacent entities that may be beneficial to a public high school, including opportunities to provide hands-on learning opportunities, staff training, etc.


For land submissions, please provide the following additional information:

a. Size of parcel and indication of how the site addresses the minimum requirements described in this advertisement;

b. Site map that shows dimensions of parcel, potential points of ingress/egress, and any available topographical information;

c. Confirm availability of utilities and utility service providers; and

d. Asking price and terms.


For submissions of an existing building for purchase, please provide the following additional information:

a. Narrative of building description, including age, quality of construction materials, and any existing improvements;

b. Floor plans of offered building with measurements of rentable and useable areas;

c. Provide evidence that a typical floor can accommodate multiple classrooms of 25 students per floor with circulation, and administrative support space;

d. Describe finished ceiling heights for all space;

e. Describe existing building systems, such as lighting, fixtures, HVAC, as well as IT and AV infrastructure; 

f. Maintenance record of major building systems;

g. Description of utilities or services; and

h. Asking price for building, land and any related assets.


For submissions of an existing building for lease, please provide all information required for purchase of an existing building plus the following information:

a. Site plan depicting the building and the location of 100 reserved parking spaces in a co-located garage or adjacent surface lot; and

b. Asking rental rates for full service lease broken down by shell, operating costs, tenant improvement allowance, and concessions.


Expressions of interest shall be submitted electronically via e-mail. All responses are due by 4:00 p.m. Eastern on June 4, 2019.

Interested parties may submit one or more expression of interest in response to the above alternatives. ACPS reserves the right to contact those expressing interest to clarify any information that may be ambiguous. If contacted, interested entities will be required to sign a non-disclosure agreement.
